SAO PAULO – On Thursday, the 11th, the National Congress approved the PEC (Constitutional Amendment Proposal) 186. The “emergency PEC”, as it was called by the government, will apply a series of fiscal adjustments and reductions in investments in public services, already foreseen by the Minister of Economy, Paulo Guedes, at the beginning of the Bolsonaro government, as conditions for the New Emergency Aid. In this new phase, the program will make payments of an average of 250 reais per person and will also cover half of the recipients of the previous aid. Emergency aid was a measure of assistance to the population during the pandemic that consisted of monthly payments of 600 reais on average for the most vulnerable population and lasted until the end of last year.
The “PEC of Blackmail”, as it was called by the opposition, displeased several sectors of society, including public security officials, one of the main classes that supported the candidacy of Jair Bolsonaro. Although the proposal banning progressions and career promotions for civil servants as a way of containing expenses was removed from the original text, dissatisfaction still persists. The criticism made by the police is that there is a risk that the salaries of the servers will be frozen for the next 15 years. With PEC Emergencial, when the mandatory expenses of the Federal Government (which include salaries and social security benefits) reach 95% of the total expenses, the triggers are automatically activated, preventing readjustments.
In an interview with Dire agency, the delegate of the judicial police and president of the National Association of Judicial Police Delegates (ADPJ), Rafael Sampaio is categorical, “if the government were as efficient in combating the pandemic as it is being in destroying the public service , the pandemic would already be controlled in the country ”. The delegate, who is also president of the Union of Civil Police Delegates of the Federal District (Sindepo-DF), still says that public security was used during the campaign as the great project of this government.
