Government includes three large state-owned companies in the National Privatization Plan

SAO PAOLO – The Council of the Investment Partnerships Program (CPPI) decided to include Eletrobras, the state-owned energy sector in the country, Correios, a logistics company that operates throughout the country and the Brazilian communication company (EBC) in the National Privatization Plan (PND). The decision was taken at the 15th meeting of the agency on the afternoon of Tuesday, the 16th. The meeting was attended by Economy Minister Paulo Guedes and President Jair Bolsonaro. The three state-owned companies have already been in the sights of privatization since the presidential campaign, but the federal government’s formal endorsement was lacking so that the National Bank for Economic and Social Development (BNDES) could initiate the processes necessary to carry out privatization.

The government forecast is that the privatization of Eletrobrás will take place until the beginning of next year, in February. However, this depends on the government’s approval of the provisional measure (MP) that authorizes privatization. If the MP is not converted into law, the government will be prevented from selling the company.

The privatization of Eletrobras will take place through the capitalization model. Company shares will be issued on the São Paulo Stock Exchange (B3), in order to reduce the participation of the Federal Government, which holds more than 50% of the shares and is the controlling shareholder. The state will continue with actions, however, it will no longer be the controller, as it happens today.

For the post office, the plans are different. The Board of the Investment Partnerships Program opted for the total sale of the company, instead of slicing, as in the case of Eletrobrás. The board opted for two models, which are the majority sale, in which the state remains a minority shareholder, or sale of 100% of the state’s shares.
