SAO PAULO – On Tuesday (16), the city of Rio de Janeiro published a decree regulating private individual transportation through applications. According to the new standard, the platforms start to pay a monthly tax of 1.5% of the total revenue stemming from travel in the city and the money raised will be allocated to the Municipal Fund for Sustainable Urban Mobility, which finances improvements in the city’s urban infrastructure.
The measure also establishes new obligations for the driver, who must contract civil liability and passenger insurance, own a vehicle with a maximum of 10 years of manufacture and enroll as an individual taxpayer at the National Institute of Social Service (INSS).
Uber, one of the largest transportation application companies in Rio, said in a statement that the city’s decision has “relevant and pertinent points to modern regulations”. However, in relation to service taxation, Uber reinforces that “it is necessary to understand the reasons for the specificity of the collection only to mobility applications, considering that other vehicles, such as cargo vehicles, which have a greater impact on pavement wear, for example, are not taxed.”.
The city hopes there will be no harm to the user or discount to the driver, since the charge is directed to companies.
A Public Hearing to discuss the impact of new fees and regulations of transport applications was convened by Councilman Pedro Duarte (NOVO-RJ) for March 24 and will be attended by representatives of Uber, 99 and AMOBITEC (Brazilian Association of Mobility and Technology).

SAN PAOLO – Il Comune di Rio de Janeiro ha pubblicato un decreto per regolare i servizi privati individuali che offrono il trasporto in città, attraverso applicazioni per lo smartphone. Le piattaforme proposte permettono di pagare una tassa mensile pari all’1,5 per cento dei guadagni totalizzati con i viaggi offerti. Il denaro così raccolto sarà destinato al Fondo comunale per la mobilità urbana Sostenibile (Fundo Municipal de Mobilidade Urbana Sustentavel),
